Even after Todays Core Update, I still don't have access to the BR204 DLC in TSW4. Main-Spessart is installed and i uninstalled and reinstalled BR 204 just to be sure. Edit:The Game itself says I can install the Add-on, the Shop says No, I have to Buy it.
Something interesting that I noticed about the BR204 is that there are apparently two separate instances on the Xbox store. I had the old "TSW compatible" version saved on my wishlist from before TSW4, and it is still there. However, upon release of TSW4 there is now a separate "TSW4 compatible" version that I can also save to my wishlist. So, two separate versions. I am fairly certain that this is the root of your problem. The easiest fix would probably be just to remove the new version that is probably a mistake anyway; that would be up to DTG to fix. I'm also on Xbox and I can use the Db Br 204. Question: Did you perhaps purchase it using the discount that the Game Pass offers you? Because I remember that in the past, Add-Ons purchased at a discount (such as Game Pass) then created problems with new versions of the game itself.
It's also strange if you search for the TSW4 Compatible: DB BR 204 in the shop, the shop page says the DLC is installed (Image 1) but when you look at Manage it says it isn't installed (Image 2). Image 1 Image 2

Keep us updated. I submitted a support ticket for this issue right when the game came out. I was told that the issue was being "logged for further investigation" and they closed the ticket. If you're successful, I might have reason to contact them again.
