I am not sure if this is normal in TSW 4 now. After I have done the calibration for BR403, the full throttle always cannot reach max power. The most I can push to the end is 94%. Although it seems not a bothering issue as I seldom used max power. But I would like to see if I am the only one who experiences this and any comment or suggestion on this?

I have seen this happen in other locomotives. Sometimes I can get them to full power by pushing the lever back and pulling it hard to max again.

In Calibration, you can adjust the range of the throttle by pulling it back a tiny bit on the max limit before accepting. This has the effect of giving you a little more "headroom" for the throttle range. This works also on all the throttle positions in calibration. The visual you get is a little misleading but can be mitigated by this method. The throttle settings are the most tricky and take a little practice.

takumitrain its always worked this way, the suggestion of bartolomaeusz is a good way to go.
You'll find the results change based on temperature and humidity.
    Calibrate often
