That is very much the exception and not the rule with our railroads. Mainly the tourist railroads do "Santa" trains, Canadian Pacific has their Holiday Train that does fundraising and donates to the less fortunate, and on occasion you get some commuter railroads that will decorate. I'm guessing this was for a special event though, especially with the Acela all decked out.

I believe it is almost unique, as you clearly see how the driver operates the train in Germany! Which is not common! In this case a BR146 with IC paint scheme.
