It doesn't need to be a separate game. Any particular routes you want? It would be dlc if dtg or 3rd party can get a license or it could be made through the editor.
See now I'm curious to what the 'Steamylocoman' said... lol. Also yes, stick to the basic framework; route route length background/history rolling stock stations extras (landmarks, scenarios, timetables etc.)
