Short suggestions with barely any information like this really makes me yearn the days on this suggestion forum when we had the how to and not to write a suggestion thread pinned at the very top of the forum. As without it short suggestions like these become more common unfortunately. Also to the OP details like mileage, country, interest reasoning etc are all what make a suggestion great. Next time try looking at suggestions by some well-known poster which have great suggestion I used for some of my TSW suggestions such as elarthur, edward#5859, trainsimplayer, TrainGeek08 and etc. (F.Y.I yes this post is the exact same one I posted a few weeks ago, I'm just using the same post to get my point across, not because I'm lazy)
Diesel legends didn’t land well with the community so I doubt they make another similar pack. What makes this even more unlikely is the amount of new steam trains, we know DTG don’t really make more than one new train per DLC so three is a strength especially since steam content seems to be way way down on the priority list now.
We also know, unofficially at least, DTG have pretty much abandoned steam traction in TSW both in terms of fixes and new content. It seems they can’t or won’t improve the physics and general experience and steam does not sell in sufficient numbers to justify development time. There is certainly little point in producing any additional steam locos if the end result is akin to the dire Flying Scotsman.
