Formation Editor On Gamepass

hello im looking to make a consist as said on the gamepass version but there is no formation editor can anyone either make the consist im looking for(will give its info when asked) or tell me how i can get it on the gamepass version?

 

please help this is driving me crazy

 

It’s only on Steam and Epic when in beta sorry
