If you do a clean install of TSC once it's finished and before you do anything or add anything else verify the game files through Steam.. Why? This is why.. Completely removed my old install to another drive, uninstalled via Steam, re-installed TSC and all DLC within Steam, but just before I copied that fresh brand new installation over to my "isolated from Steam" drive on a whim I decided to verify the files.. Here's what Steam reported back.. And we wonder why so many people have different missing asset or textures reports. Edit: Forgot to say I ran the verify files again after this and this time it came back clear.
Did you delete any left over files after uninstall? Steam will only uninstall official files so if some were left like outside an ap file then I assume this could cause a verification to find files that need to be reacquired straight after a fresh install EDIT: just noticed you say 'removed' and then uninstalled so the above might be moot if you 'cut' the files and pasted elsewhere
Did you run the game after installing, and before copying? Do you have workshop subscriptions? There might be some conflicts between DLC, when I copied my very functional and validated game to my laptop, Steam ended up in an infinite loop of trying to install, failing to download. So after a casual half hour of clicking off DLC one by one, I have a lovely TSC with just Newcastle-York and assets installed. As for conflicts, there was a point where every single time I started the game or validated, a big JT asset pack would get installed file by file, then removed with keeping an AP. Also love your 109% progress bar.
