Steam Game Freezes Everytime Unless I Delete Tsw4 Folder From Documents/mygames

As title says. I am really stumped here!

I've tried all sorts, re downloaded the game multiple times, verified the files in steam multiple times. Unsubsribed from custom scenarios, removed all DLC but the game always freezes unless the folder in: Documents/mygames/TrainSimWorld4 is deleted before launching.
I have a second handheld device where the game is working fine, tried copying the folder from that on to this device and it still does the same thing! So unless the Documents/my games folder does not have a train sim world folder the game will freeze. There is no crash error message it just stops and I have to close it via task manager.

There is nothing particulaly special about my PC

ASUS ROG STRIK B450-F Gaming Motherboard
AMD Ryzen 7 3700x CPU
NVIDIA GeForce RTX 3070 GPU
32GB Ram

Help appreciated as I think I've hit my technical limit!

 

Is your Documents folder pointing to OneDrive? Maybe that could be an issue.

 

might also be related to some weird virus scanner behavior
