It means "Main Circuit Breaker Off". You are entering another power circuit, and to prevent bridging the two circuits you have to turn off the MCB, and close it again after passing the next sign. Modern locos will automatically open the MCB when voltage drops, all you have to do is close it again. Some tram drivers in my city forget that, which usually results in a loud bang and a nice light arc. Not good for the hardware...

So the one you are showing here is the so called „Ankündigungssignal EL1v“ (Announcement for the EL1). This is half the distance of your braking path away from the real EL1 (looks like a smiley)where you then have to shut your MCB. After a few meters there is the EL2 (looks like a mouth) where you can close the MCB again. ATTENTION: Logically, you have to make sure the last pantograph is past the EL2 otherwise the whole procedure wouldn’t make any sense.
