Only class 47 from NTP can with TVL year, due in those years there were some Class 47 at thornaby, Class 40s and Class 45s was scrapped before 1989 and railfreight company, the one of class 37 in TVL was founded after 1983
my point is that only Class 47 can run in both routes, the other locomotives have a little year problem.
The 47 would also probably need a cab/shore radio aerial fitted on the roof below the horn grilles for 1989.
Bit more complicated than that. The 37 included is in a paint scheme that wasn't introduced until 1987, but worse still is that the class 37 included is a class 37/5- a rebuilt variant that didn't even exist in 1983.
