I'm sure I recall a DTG preview stream (BPO route?) where the P-way staff acknowledged you when you sounded your horn.
Did I dream this or did it not make it into the final release for some reason?

That would be cool.... I always thought the "railfans" on many of the routes at least should wave or something. Horseshoe Curve for example, or the F7 scenarios on Cajon Pass come to mind.

Perhaps it was an animation coincidence. The Diorama may have raised their hand at the exact moment.

I haven't been able to catch the streams recently, so I cannot confirm that you did not see this, but P-way staff do not acknowledge you (if you are there).

Also, what's a Permanent Way worker?

P-Way is short for Permanent Way.

TSW unfortunately does not offer NPCs with that level of interactive capabalities.

If you take a look at the mechanisms and blueprint systems behind, it's even a wonder that they can board a train.

Note that this doesn’t work dynamically though, only in timetable services and scenarios with predefined loading/boarding instructions. That's probably the reason why they don't even spawn in custom scenarios.

Something like a direct response occasionally happening because of a different dynamic actor is not something I expect NPCs to achieve in the next 3 TSW iterations, unfortunately.

We need this kind of level of capabilities with NPC's. We need to be acknowledged we exist in the game ;)

Must be a British thing. We just call them "maintenance" over here. Or "track maintenance" as opposed to say "vehicle/shop maintenance" or "building maintenance."

P-Way or Permanent way are track based staff who's work primarily involves maintaining and repairing the metal work (rails, switches and crossings) of the operational railway.

(It's called the Permanent way, because a Temporary way (or light rail system) was usually built first, in order to help transport the materials required and then dismantled as the heavy rail was built up).

Not all track staff are P-Way.
You have the S&T, D&P, OHL, Telecoms and so forth
