They had the license for SWT in TSC not TSW, different product which would require different licenses. Also there are different types of licenses, most would need another license or permission again to create another route

The licence might not be an issue much longer. It is government policy to bring the railways back into public ownership. They have already announced that the franchises will not be renewed when they come to an end. The South West franchise ends in May 2025, so after that the line will be taken back under government control.

They don't The island line uses a fictional livery - the colour scheme is irrelevant - you can't copyright a colour. SWR are kind of stingy with licensing - if we got an SWML route unless that changes - we are getting SWT era.
