Xbox One Help…

So I bought the San Bernardino Line, also I finally reinstalled my Cajon Pass and Sherman Hill dlcs. However whenever I go into San Bernardino the freight layers are checked on but I don’t see them in game. I tried reinstalling each but nothing worked.
Any suggestions or Help?

 

Which type of Xbox? For Xbox One and Xbox Series S you won't see any layers as per this post.
