The DB 187 simply doesn't show up in my loco collection at all - PS5 shows it as installed, and when I try to redownload it it says "an error occurred". Similarly, you can only get to the 423's Munich services via the Munich timetable, not via the list of all trains.
I had similar problems after downloading my DLC’s to TSW5. I then reinstated licences and there they were.
Highlight TSW5 on the PS5 Home Screen, you will see an option to reinstate licence, select that and then hopefully you will see all of your dlc when you start TSW5.
