You really shouldn't have issues with those specs. Its probably just the game causing it. You could try running lossless scaling in the background. That sometimes helps. I use a 5800x and don't get much stuttering.
You can make it better looking with certain mods and engine.ini setting changes. Search them up. They can make it look somewhat better, but don't expect a miracle. As for choppiness - it's worse at the start, as the game is building shader cache at runtime. But after a few runs on a given route, it should start being better. Of course the game does have some optimalization issues, so you can always find performance issues with certain areas or trains. But with a setup like that, you should be fine.
