Not being judgemental, but if you have to come on a train game forum to ask how to earn money, then with respect think you have bigger issues than not being able to afford said train game (though you can afford the console and the internet access to post on here). Anyhow... Depending on your age... 1. Get a job or paper round. 2. Ask your parents for a pocket money rise. 3. Ask parents/relatives to get you a suitable console gift card(s) for birthday/Christmas to fund the purchase. 4. Give up the booze/cigarettes etc. to pay for TSW5 instead. 5. Borrow a guitar and go busking.
If I’m short on budget, I’ll spend what’s left on important things such as food or clothing or even paying bills. The best method to earn money and trust me, it’s working great since the beginning of mankind and it’s getting a job.
Not sure how old you are, however IIRC, the minimum age to make an account on these forums is 16. Which means you may already be at the age where you can get a job. Getting a job might seem daunting and scary at first, but you will eventually get used to the responsibilities and tasks that your position may bring even if you work at McDonald's. Which, being Kitchen Crew or cashier can actually be pretty easy. If you're not in the position to get a job, possibly do chores for your parents, maybe ask for an allowance. If you have a job already, but your budget doesn't fit it. Consider looking at things you could cut down on, paying close attention to your monthly spending or consider possibly getting a second job if time allows for it.
You can get TSW5 for free. OK, you won’t get any routes included but it answers your question. You don’t mention whether you have any earlier versions but if you do, you will be able to play the routes you own in TSW5.
