Which lights are you referring to? The loco headlights or the cab lights? Using a keyboard, you can select headlights using H or Shift + H and for cab lights use L or Shift + L. There are no controller mapped buttons for headlights or cab lights.
You should try to find a wireless keyboard to play TSW. Together with your controller it makes it a lot better to controle your trains and camera's. When you check the manual from TSW 2020 you will find information about all the things you can do when using a keyboard. I have a dedicated keyboard for TSW and made some stickers with icons.
