When I have cooked my own route and added the ugc file in the content path and pack the file and put it in the steam version and load up the route nothing that i used out of the munich augsburg route is visible. For example I used the platform of the munich augsburg but everything from there is invisible. I also used a few things out of duisburg bochum and these ones are visible.
