I have joined Liverpool - Manchester to Woodhead in Blue.
WHBR lacks some track & signalling. I don't know whether to follow LM or old WH but I bet Peter does?

The Signalling on Woodhead in Blue is self contained so it should appear.
Have you ran the combined route thru TS Tools?

The route lacks some track & signals that should be there. You can't get from platform 13 to Ardwick - no track.
In the original WH the track is up/down so needs fewer signals.
IN LM & WHBR the track is bi-directional so it needs more signals.
I found signal maps for 70s & 90s. Was it bi-directional in 80s. If so it would be more like LM.

Woodhead BR Blue has a lot of errors in the signalling and track layout out of Piccadilly.
The Harwich Boat train used to come with a diesel the cross to the Down Fast at Ardwick
May be a join with Liv - Man at Ardwick instead of Piccadilly? - The track layout is correct all the way to Ardwick.

Thanks but too late for that.
I went with old Woodhead and 70s signals to create the wall of red lights.
