Xbox Series X Missing Mml Add On For Ecml Layers

Can anyone tell me what’s missing from my DLC here to enable the layer ‘Doncaster Static FKA’ and ‘Doncaster Static WMR’ please? It says it’s MML but I have this installed. TIA

Likely, its something that was planned, but never came.
