Probably a broken consist or repaint, go through all the requirements again, re-installing each 3rd party/community one and try again, don't just assume because you've had any of the requirements already that it'll work, things change they get updated or broken by DTG's medalling's. You need to proactively look for the issues and eliminate the possibilities.
Just having a look at this. Before installing, I notice a linefeed/carriage return in all service names, which is unusual but shouldn't be an issue. I'll check. Edited version loads (removed LF/CR codes from ScenarioProperties and Scenario) Missing some VTEC Mk4's (Class 91, not listed as req) but could F2 and Cancel that consist out. Must be missing something as the AP C91 EP works on the RSC version not DTG as required. Normally not using ATS on top of AP. Maybe on your end the ATS IC225 pack is not correctly installed? Or the 385 EP?
