Spawn on foot at 21:45. This is 5 minutes before the service is suppose to start. You can take over the service from the cab car as soon as the AI engineer spawns into the seat a little after 21:51. You can complete the service if you do this. The initial signal will be red, but after a train pulls into the platform next to you from the opposite direction, you will be able to proceed.
