Although I would love to see the Settle and Carlisle In the Unreal Engine, the route is much longer then anything currently in TSW so unfortunately I do not think DTG would be able to, at least at the moment. Hopefully in the future DTG will be able to make longer TSW routes and if that happens this should definitely be a route to consider.
Because there are no steam locos in TSW yet, OP's suggestion that is should be steam era. Also IMHO, no freeroam, QD, or editor in TSW just pre-made scenarios which surely must get boring after a few times. The OP's proposal is doable in TS, backdate the SC route and add the Leeds-Bradford extension. Simples!
They could do it as an extension from NTP from Leeds. but use the diesels instead that already run on NTP
I'd love to see this - we would definitely benefit from having more steam era routes. One of my favourites is the Riviera in the 50s route because it has tons of AI trains in Quick Drive. I'd like to see a steam-era route with loads of AI steam engines. This sounds like a great option!
Western Lines of Scotland is another excellent steam era route. Most DTG content seems to be modern era. Whether DTG feel that modern era is the biggest seller I don't know, but I'm sure there is a market for historical routes and rolling stock. There are very good 3rd party freeware steam era routes available from SteamSoundsSupreme.
This route would also fit well with the Western lines of Scotland as you could drive trains like the Thames Clyde Express from Dumfries to Carlisle and then Carlisle to Leeds.
I just posted a thread about this line in modern day, but I am sure a 60s version will be good as well. I really feel the S&C needs updating because now, I’m getting a bit bored of same-old-same-old. Hey? Maybe it could include the branch to Hawes?
There is an extension to the S&C in the Workshop although it doesn't reach Leeds. It's backdated to 1970s but with a bit of licence could pass as steam era. https://steamcommunity.com/sharedfiles/filedetails/?id=182318147
