So I was doing a freight service in KWG and I passed 200 km/h speed limit and after the train passed it fully I still had 120 km/h speed limit

Have you ever seen a goods train travelling at 200 km/h in real life?

Not only goods trains have a speed limit, but also passenger trains.

The maximum speed of German freight trains is usually between 90 and 120 km/h.

Just take a look at the frames of the freight wagons, you will find a 120, this is the maximum permitted speed of the wagons.
Depending on how heavy the train is, lower speeds are also possible.

Also the name of the type vehicle can tell you - it it ends in ss, it's 120 km/h, if it ends in a single s, it's 100 km/h. You're obviously only as fast as the slowest vehicle.

That's not entirely correct; freight cars with "SS" in their name are approved for speeds up to 120 km/h. However, there are also freight cars that can travel at 120 km/h when empty. The diagram on the page shows in more detail what is permitted for empty and loaded freight cars.

To further complicate matters, the length and weight of the train, the braking ability of each car, and the ruling grade on the route all go into a calculation of a Fahrplan VMax which may be considerably less than 100 or 120.

But if you don't want to get into the minutiae of Bremshundertl, just assume that freight wagons that end in ss can run at 120, if in s then 120 empty but 100 loaded. Obviously, the slowest unit in the train determines max speed.

    ------
A parallel consideration applies in the UK, though it's much simpler: the first digit of the headcode (service number) tells you your Vmax: 75 for a 4, 60 for a 6.
