I had the same issue. To play the service I spawned in 5 mins before hand and the derail did not occur.

No as Matt said in the Stream all DLC layers for older consoles are deactivated. You only get the 377/387. - approx 1200 services.

I am happy with what I have seen plenty of services to keep busy and extra layers.
