What I'm guessing is that DTG saves the CapCar for a new Route, just copy the 101 and add the CapCar and Boom a New Route with "Two" Trains
I have my Theories as to why that is. The DLC doesn't work if not all 3 base routes are installed or they want to split the Thing into 3 small DLC.

That will most likely not work, I assume that Rapid Transit is too old for an extension. For the same reason, DTG cannot extend Great Western Express
