The first loco DLCs for TSW3 were cheap because they were reskins of existing locos. All-new loco DLCs will be at the TSW2 price or higher.

TS2021 had Fife Circle, which came with the A4.
It is not compatible with TSW2 or TSW3 - if you have TSW2020, you can run it on that if you have New York-New Haven (also TSW2020 only).
