It does sound like you haven't enabled it to the correct .exe file..... There are two and it could be you have enabled one but are using the other...

That's a cross country service not a WCML service so was never used with mk3 stock and always limited to 100mph using mk1 & mk2 stock.
If you're pulling a consist with anything other than mk3s and the mk1 NHA then you'll not be permitted to run at 110mph as that was the only stock...

You're just misreading it it.... Chester services are drivable from end to end starting at Crewe then stopping at Stafford then non-stop to MK....
