You have to export the platforms (and if you want to the tracks as well) proxy to blender(or any other 3d software) and then model and texture...
Either you use one from other dlc's or you download textures from the internet and compose a material or you create the textures yourself and...
Just use a flat plane and apply a water material to it. That should do it and won't effect performance.
