It was and is enabled from the begining of TS.

Did you never been in "Steam\Oprions\In Game" where you could activate the FPS in game, also where you woold like to see it, left or right above...
In build 75.8a it was and is possible, it is activated in the options and appears on the screen, without Shift + Z ingame
