Adding to that. Try setting your frame rate to 30 in game, the record a minute or so in 60 fps. If the video file is 60 fps its working.
Only things I can think of, are your GPU drivers up to date? Did you turn on v-sync in the app? (Can't see that in your screenshot)

Its the optimizations that are not supported for TSW. SM should work fine when its enabled.
