Complete a scenario or timetable on any UK route.

I don't have one.
Cannot proceed.

I also have no Steam (Tier 11?) or Euro routes.
Does this leave me unable to complete the seasonal event?

 

Seems like it. If it expects you to drive a loco or route you don't have, I don't think you'll be able to do those

Why is this in off topic and not in technical reports?

 

Because it's not a technical problem, it's a DLC/Route ownership problem.
Those that haven't bought or don't have certain routes cannot complete the event.
