People with PC's miles ahead of a console have trouble running this game at 60 fps. Don't hold your breath
I think you should post this topic in the PS4 thread, however I don't think you're going to have luck with that one. PS4 probably doesn't have enough power for 60FPS.
The PS4 can and does do 60FPS. Gran Turismo Sport and Burnout Paradise, for example. However, the nature of TSW means that this probably won't happen.
