A Bright Spark?.

This is on a PS4 Pro. Tees Valley route. I thought I would pass this on, but has any one else experienced this?.

It's a phenomenon. It's actually an Easter egg but it's bugged! They only appear very occasionally and if you touch them you get all the trophies. But the bug is that they unload you from the game and it won't start anymore! So quickly get away!

What happened to the man in the background? If he touched her, he's out... Poor NPC...

Yup. I've been to Middlebrough. It's a nice enough place but not where I'd expect the Rapture to start.
