Let me guess, you want the Jubilee and Piccadilly lines and Heathrow Express. The latter, not going to happen for reasons already discussed to death. The other two, possibly. Piccadilly Line was a contender instead of Bakerloo for TSW2.
Picadilly would be great. Any London underground would be route. There is most certainly a lack of subway routes in TSW4

Hammersmith and Metropolitan would be more likely however the section around Farringdon would be empty if they were to do Hammersmith and City. They need more trains at Barking so Hammersmith and City would be great and Metropolitan is a historical london underground line which needs to be recreated
It is a very unique London Underground route which could be helped on from TSC. It is a sub surface route with beautiful picturesque rural areas alongside the beautiful hustle and bustle that London offers.
