I don't understand why this is not implemented more often. On Ruhr Sieg Nord there is a power move that starts in cold and dark, so I would assume that means they can make specific services start in cold and dark. Some services, for example the ones that start from a depot, should all start in cold and dark in my opinion, right now we never have to completely set up the train, which is a real shame considering this one of the things where TSW outperforms TS and other train sims. Although cold and dark start would be silly for Köln-aachen ICE, where the train just arrived in Köln for Frankfurt and will continue towards Bruxelles at Aachen.
