Would it be possible to make a standard scenario, so all locos have the lights/flares on at the same time?
Still better, would it be possible to enter cab mode (or H, or F4 lights), turn on the lights and then go to the next engine and do the same and at the end to be possible to have all locos with lights turned on?

The question would be valid as well for a free roam scenario. Is it possible to have a FR scenario with several locos, all with lights (flares) on?

In a scenario, train headlights come on once they start operating (following an instruction) and they don't seem to go off.
So just place trains and give them a single stop at instruction roughly where they are. If they go off, just give them a lot of waiting time.
Admittedly it limits your options on placement.

The alternative would be to edit the loco so that the headlights are always on. Some trains are like that.
The funny ones project light without a source.

Another alternative - just for photo shooting - would be to place appropriate lamps to mimic headlights.

It is rare for a train to have the ability to have lights forced on via numbering. However, if you select the train when playing the scenario and set up the lights they will stay on when you select another train.

    Slightly related
I ran a Czech route with a number of AI trains and everything worked the Electric locos went past with Pantographs down.
Not sure what I should do to make them run with Pans Up?

It depends on each loco individually, but in general, if loco has scripted pantos, an author must ensure that in AI mode at least one of them will raise up. I myself, for example, usually raise the rear one depending on travel direction. Every author solve this on his own.

Try to name which loco is doing this. I´m from CZ/SK community, I can ask.
