When creating a TSW3 scenario on any route and any start point, selecting the ACS-64 provides only one formation option: 1 ACS-64. That's it! No other options to select ACS-64 + 5 Coaches or any coaches! TSW2's Scenario Planner is okay; multiple formation options exist for which to choose. Anyone else have this issue? Is this just a PS4 problem?
