Yea by rights now should be a list of minimum specs that is unified accross all U.K. dlc including what you said about announcements but also including being able to set destinations ourselves and full gsm/r problem Is fragmentation and 0 consistency
I don't think the lack of announcements can be considered an inconsistency problem. It's only came to the game once (E2G) and that was a third party doing it as, seemingly, a one-off. They're also blatantly inaccurate. The other stuff you mentioned should be standard, announcements are probably worth leaving out. Generic announcements (CCTV at this station, See it Say it Sorted, etc) are reasonable to expect, though.
Yea like previous said, announcements are only a one route thing tackled by a 3rd party dev so it's not a consistency problem. It isn't as easy as you think it is. You have to do every single recording and implement them in game and hope they work properly. Full gsmr isn't a feature in tsw so again, nothing to do with consistency. The coding and the simulation has to be built which is probably really complicated and time-consuming.
Whilst I agree in part with this, it does leave out that things get developed on certain routes whilst other things are in development or after other routes are substantially complete, so without constantly updating all routes every time a little addition is made elsewhere you wouldn't get that I do however think that certain things such as GSM-R functions should be in the core game rather than in the DLC, given there's very few types of GSM-R interface and they all work in the same way. Absolutely no reasons I can see why this isn't a standard faceplate and display controlled from the core rather than a bespoke asset in each loco
