I understood the message to mean that the Antelope Valley Line was updated with part 1 of a patch that fixed the issue. The rest will come later.

You are correct. I believe it was excluded because the update to the Antelope Valley Line brings no change to the Antelope Valley Line that is noticeable by the player. Something was still updated, but it requires a second update to be visible to players. At least, that is my understanding
