Since I haven´t any credit card, is there any chance of importing ortho photos (wich are available from the lidar service as well) without the need of google maps api?
As far as I know the editor doesn't support it the same way as the Google Maps overlay so that it's like painted on the landscape. But you can just make large planes and texture them using the ortho photos. Thats what I'm doing. And to be honest, it looks better than Google Maps. But using this method is more difficult and much more effort. You would also have to do stuff like adjusting the height of the planes and sometimes temporarily hiding landscape tiles if they get in the way.
