You don't want to do that. If you changed a track rule to merge it with another the routes that track rule applied to would stop working. Just create a new track rule with the bits you need from those you think need merging. Either way it would not merge the routes - do you have a way of doing that?
Use rwtools and edit the tracks.bin file replacing the trackrule info with the new one. There are subtleties to this so take your time. I'd suggest that you take a copy of your route, edit the tracks.bin and then test the copy before you try merging (no point doing the extra work and then finding your original edit was pants).
