Anyone Help? Lagging Issue On High Spec Pc

    Hey i really hope that someone can help me.
    I am using the shadow tech pc which the specs are
    Windows 10 home.
    Processor: Intel(R) Xeon(R) CPU E5-2678 v3 @ 2.50GHz (8 CPUs), ~2.5GHz
    Memory: 12288MB RAM
    NVIDIA GeForce GTX 1080

    So I am experiencing quite bad fps, from 9fps to 15. and it seems to do it on all the routes. it seems to me that the game isn't using the gtx graphics card. i have researched all possible fixes on google i could find and none of them would work, for example, the windows display setting option where you add the railworks.exe to it and select high performance to use the gtx card. that still has no effect. also using the 32bit version and 64bit no difference. i also have the NVidia overlay on where i can see all the information on what the gpu is doing and it doesn't seem to be struggling or using anything when using TS. for example the gpu temperature stays at 30 Celsius and hardly any power going to it. tried everything i can possibly think of using what knowledge i have on computers. and now i have just hit a brick wall. hopefully someone can help me resolve this issue thanks.

    Check in the BIOS that 1080 is selected and under Device Manager under Display adapter that 1080 is selected.
    RAM at 12 GB is a little low for the 64-bit version of TSC - 16+ better.
    nVidia control; panel needs to be set up correctly for the best results.
    What monitor are you using - Brand, resolution, and refresh rate?
    Run windows diagnostics sfc /scannow, DISM (Google) to eliminate possible Windows issues.
