its always marked as complete you just dont get a star unlike standard scenarios where if you dont arrive at a station on time that task and the entire scenario is marked as failed.
In a Career scenario, you can only fail a station stop by driving past it, as it is score-driven. Which makes sense, as you have completed the service, even though you've been late - so you'll get a checkmark. That's correct and the advantage of Career scenarios. You can turn off the scoring in the menu if you wish to and play them in a relaxed manner, which is not possible with timed Standard scenarios. In Standard scenarios, you will fail when being late.
