PC Bakerloo / Harold & Wealdstone No Unload All On Service 201d-02

Issue: At Harold & Wealdstone, service 201D-02 approaching from the over ground end goes out of service into a siding. There is no unload all at this point. Passengers seem to get off but more passengers board during the station stop and are carried into the siding.
