   As WCMLS came out over 1 year ago we haven't got any traffic on the Mainline on bakerloo line.
   Was there any plans of this in the first place?

   There were never plans for this, they wouldn't have known when developing Bakerloo for TSW2 that they would be doing WCML South three iterations later.
