Try adding the following to your launch options in steam for TSW4 (right click TSW4 in steam, click Properties, then the General menu)

    -dx12

I'm guessing it's your CPU that's bottlenecking your new graphics card, this should shift more computations to your card (I think!)

What resolution are you running at?
As above, try running in DX12
Also, make sure the Sky quality setting within the game is no higher than "High" to begin with.
Anything more than that, can cripple frame rate.

What games and resolution is the 4060 doing 150 fps ?

  4. I'm running on a 1060 6gb at 60fps with everything except foliage and textures to low. Foliage and textures on high. I don't notice much graphical improvement with the other settings and the tradeoff in fps makes it really not worth the effort. I improve the graphical look with 3rd party enhancements like reshade etc. I mention this to illustrate that good results can be obtained with average equipment.

I definitely wouldn't spend on hardware in an attempt to get tsw running well. There's plenty of threads with very competent people pointing out how tsw is not configured well, as well as pointing out methods to improve it for those with the hardware. There's a recent one on engine.ini which has good suggestions in it.

Well, the RTX 4060 is a very capable 1080p graphics card if you have a very capable CPU, since TSW is CPU dependent. What is your CPU?

If your FPS is lower than you'd expect and your graphics card's usage is also low, the bottleneck is your CPU.

For what it's worth, the conventional wisdom is to stay at XX70 or better ( using Nvidia's nomenclature ).
