Birmingham Cross City Speed Signs Laying Down?

I am wondering if this is part of the route?

Or is it a deliberate? A hint?

Or just something else?

I found another about 5 miles towards Birmingham from this location as well. I was headed to Lichfield Trent Valley. Pictured is just metres north of Lichfield City.

Yes I noticed that so walked up to it but you can't interact with it

 

Are they enforcing a speed limit in game? or are the just scenery (simulating work going on)

 

I'm not sure what it would hint towards if it was a clue, else than maybe a Trackside maintenance mode. Though, let's be honest, that's probably not gonna happen.
So maybe it's just a mistake?

 

Wouldn’t be surprised if it is/was like that in real life. Funny things like that do happen.
