PC Blurry And Popping Of Textures.

Hello I have a issue where all the textures in cab go blurry for a second before they get back to full resolution. I have it installed on a Samsung 870 QVO SSD and my specs are:
Intel i7 4790K running at 4.6Ghz
32GB of DDR3 memory running at 1600Mhz
MSI RTX 2060 6gb
and i play at 1080p.
Does anyone else have this problem? I reinstalled and verified all files but the problem is still there.

Update: I turned of DX12 from the starter in steam and it looks like that fixed the issue!
