Yes, among hundreds of other little graphical issues. A few months ago I started to fill out a bug report but I "rage quit" after I documented (with screenshots and everything) 50+ of these minor graphical issues in less than 1/3 of the route... (to DTG: I will gladly comb through the whole route if you guys actually fix at least some of them)
The overhead line equipment got updated sometime after release. So I think that's why the poster appears to be floating. The placement of collectibles is probably done by another team.
